Caution:     Carbon Fiber is mostly harmless, non-toxic, etc, but breathing the carbon dust is not such a great idea. Click below to see properties and appropriate precautions for yourself.
Basically, the stuff is not a fire hazard, not a hazard for skin contact, not a problem for lots of other stuff, but for cutting and other operations that will raise dust a respirator or ventilated hood area should be used.
I've heard of folks who cut carbon rods with Dremel tools and abrasive wheels which will stir up lots and lots of dust and is probably not a really great idea. For my own use I've settled on cutting the stuff with saws and or cutters so as to minimize or eliminate flying dust. I usually work outside and when finished I wipe off my tools, the pieces being worked on, and I wash my hands to remove any visible traces of dust.
